Council Meetings

All our council and committee meetings are open to the public and we welcome you to come along and observe. There is also a short public speaking slot at each meeting for individual members of the public or spokespeople for groups who wish to make spoken representations. If you want to make a statement or ask a question, please contact us (ideally by email) no later than 12 noon on the day before the day of the meeting to register this. Our public participation policy explains the details of these procedures and what you can expect at a meeting. There are other less formal ways to talk to the town council which may be better if you want to discuss a specific problem. Our staff team may be able to help and our office is open daily (Monday to Friday) or you can email or phone us.

Committees

The full town council consists of 21 councillors and it meets every two months. The following matters are reserved to the full council for decision making (although other committees may make recommendations on these subjects):

·         approval of the annual budget

·         setting the annual precept

·         borrowing money

·         authorising any expenditure over £20,000

·         making or amending standing orders, financial regulations or schemes of delegation

·         matters of principle or policy

·         any proposed new undertakings

·         prosecution or defence in a court of law

However, full council meetings cover a wide range of topics and may include presentations from invited visitors. 

All council meetings are held in public and we welcome observers.  Meetings usually start at 7.30 pm and are held at Newton Leys Pavilion, Furzey Way.


This committee consists of 10 councillors and it meets every two months. 

The committee is responsible for all community matters including community events, engagement and communication with residents, the promotion of social inclusion and well-being and delivery of services such as youth programmes, advice and information services, community safety matters and use of community buildings.  

The committee has delegated powers for the administration of the council’s approved community grant scheme. 

The committee also has delegated powers to respond to planning matters which fall outside the timetable of the Planning and Environment Committee meeting schedule.

All committee meetings are open to the public and we welcome the attendance of members of the public. Meetings will usually commence at 7.30 pm and are held at Newton Leys Pavilion, Furzey Way.


This committee consists of 5 councillors.  It meets three times per year or additionally as required.

The committee is responsible for overseeing the implementation of the council’s approved arrangements for employment and management of staff and health and safety at work.  The committee also contributes to the development and implementation of the Council’s policies, strategies and business plans in relation to personnel matters.

Members of the public are welcome to observe meetings of the Committee unless confidential items or matters relating to grievances or discipline are under discussion when members of the public and non-committee members will be excluded.

Committee meetings start at 7.30 pm and the location of the meetings may vary, please check the council meeting calendar for each meeting.


This committee consists of 10 councillors and it meets every two months on alternate months to the full council. 

The committee is responsible for the overall management and control of the finances of the council (under the direction of the full council) including procurement, audit, asset management, information and data protection  and the use of technological resources. It advises the council on matters of governance and policies which are not specifically allocated to other standing committees. The committee also deals with civic functions including administration of the office of the chair.

The committee also has delegated powers to respond to planning matters which fall outside the timetable of the Planning and Environment Committee meeting schedule.

The committee is responsible for making observations on strategic planning matters and planning and development control applications. The committee also deals with matters concerning highways, transport, the environment and sustainability, public realm and public facilities.  The committee is also responsible for management of the council’s allotments, community orchard and market stalls.
